The role of the CFO has changed dramatically over the past several years. The primary focus of the finance office during the second half of the 20th century was custody of funds and other basic treasury functions. However, as finance and government operations have become more complex, the functions of the CFO have also become more complex and diversified.

The CFO is primarily responsible for the preparation of the Annual Financial Statement, Annual Debt Statement, and Balance Sheet. Additional responsibilities include all general financial matters such as budget execution, bond insurance, investments, capital budgeting, inventory control, salary/benefit costing for collective bargaining negotiations, grant writing/application, and revenue based on spending decisions made by the Mayor and Governing Body.

Article III. Single-Family Dwellings, Apartment Complexes and Commercial Properties
[Adopted 5-3-2000 by Ord. No. 2000-03]
§ 191-6. Duty of owners or occupants to remove.
A.
The owner or owners, occupant or occupants or tenant or tenants of any premises, private, commercial or apartment complexes abutting or bordering upon any street in the Township of Lopatcong, except as provided in § 203-42, shall remove all snow and ice from the abutting sidewalks of such streets or, in the case of ice which may be so frozen as to make removal impracticable, shall cause the same to be thoroughly covered with sand, salt or cinders within 12 hours of day light after the same shall fall or be formed thereon.

B.
After the expiration of the initial twelve-hour period, the Police Department has the authority to issue a written warning allowing for an additional twelve-hour removal period. In addition, the Police Chief may issue a waiver of the removal period upon receipt from the owner or owners, occupant or occupants or tenant or tenants of a written doctor's excuse as to why the snow and ice cannot be removed from the property within the twelve-hour removal period.
